We did something wrong. We had procedures in place;
our very own procedures were not followed. That
embarrassed admission from the State Corrections chief
followed the release of an allegedly violent rapist.
Now, back in custody, he could be held indefinitely.
He could join the more than 200 sex offenders who've
been civilly committed. State policy on sex crimes -
